Volunteer to Strengthen Workforce Development

Support a state-registered electrical apprenticeship program preparing Pennsylvania’s next generation of skilled electricians.

How You Can Get Involved

Northstar Technical Center (NTC) operates a state-registered Electrical Apprenticeship Program designed to address critical workforce shortages in the skilled trades. Employers across Pennsylvania continue to face challenges in recruiting and retaining qualified electricians, particularly those trained in safety, code compliance, and real-world application.

NTC’s apprenticeship model integrates 8,000 hours of structured on-the-job training (OJT) with 762 hours of related technical instruction (RTI), ensuring apprentices develop both practical competencies and technical knowledge aligned with industry standards.

Volunteer engagement is a strategic component of this model, expanding program capacity, strengthening industry alignment, and enhancing apprentice outcomes without increasing program cost burden.

Volunteer Contributions to Program Quality and Capacity

Volunteers provide critical support across instructional, mentorship, and operational functions, directly contributing to program effectiveness and scalability. Their involvement strengthens the connection between training and real-world industry expectations.

Key contributions include:

  • Instructional Support: Assisting with lab-based training, demonstrations, and hands-on skill reinforcement aligned with RTI curriculum
  • Mentorship: Providing career guidance, reinforcing workplace readiness, and supporting apprentice retention, includes guest speakers
  • Industry Alignment: Ensuring training reflects current field practices, NEC compliance standards, and employer expectations
  • Program Operations: Supporting administrative coordination, outreach, and event execution
  • Employer Engagement: Facilitating connections with contractors and industry partners to expand apprenticeship opportunities

This model leverages volunteer expertise to enhance instructional depth while maintaining program efficiency.

Volunteer Profile and Qualifications

NTC prioritizes engagement with volunteers who bring relevant industry or workforce development experience, including:

  • Licensed electricians, journeymen, and contractors
  • Retired trades professionals
  • Workforce development and training professionals
  • Educators with technical or career training backgrounds
  • Business leaders supporting skilled trades pathways

All volunteers are aligned to program expectations related to safety, professionalism, and adherence to training standards. Where applicable, volunteers operate under instructor supervision to ensure consistency with registered apprenticeship requirements.

Alignment with Workforce and Grant Priorities

The NTC volunteers support key workforce development priorities commonly identified in state and federal funding initiatives, including:

  • Expansion of Registered Apprenticeship Programs (RAPs)
  • Strengthening employer-driven training models
  • Increasing access to high-quality, earn-while-you-learn career pathways
  • Supporting retention and completion rates among apprentices
  • Leveraging community and industry partnerships to maximize program impact

Volunteer integration represents a cost-effective strategy to scale Northstar's program delivery while maintaining high standards of training quality and compliance.

Support the Next Generation of Skilled Trades Professionals

Northstar Technical Center welcomes qualified volunteers to contribute to a high-impact workforce development initiative. Participation supports both individual apprentice success and broader economic growth within the skilled trades sector.

Impact on Apprentice Outcomes and Workforce Development

Volunteer engagement directly supports measurable program outcomes, including:

  • Increased apprentice retention through mentorship and support
  • Enhanced skill acquisition through additional instructional reinforcement
  • Improved job readiness aligned with employer expectations
  • Expanded program capacity without proportional cost increases
  • Strengthened employer partnerships and placement opportunities

By supplementing formal instruction with industry-informed support, volunteers contribute to producing highly skilled, safety-focused electricians prepared for long-term career success.
