Bill Tuturice brings his four decades of hands-on experience as a seasoned electrical contractor, business owner, and workforce development advocate to the classroom at Northstar Technical Center. At Northstar Electrical Services, Bill has built a reputation for delivering high-quality commercial electrical solutions across Southeastern Pennsylvania, New Jersey, and Delaware, grounded in technical excellence, safety, and integrity.

Seeing the alarming gap in skilled trades training and a critical need for workforce development, Bill Tuturice founded the nonprofit Northstar Technical Center to prepare the next generation of electricians through structured, real-world apprenticeship education. His approach blends flexible yet robust technical instruction with hands-on lab work to complement on-the-job training, ensuring students graduate with both the knowledge and confidence to succeed in the field.

Bill brings a field-first perspective to the classroom, drawing on years of experience leading projects, navigating the evolving demands of the electrical industry, and mentoring apprentices. Bill is committed to creating accessible pathways into the trades for men and women seeking stable, high-demand careers, including those getting ready to graduate high school, entering the workforce, changing careers, or re-entering after displacement.

David Rivera

Electrical Instructor | Lead Technician & Apprentice Mentor

David Rivera brings over seven years of experience in both commercial and residential electrical work, along with a unique perspective as a graduate of Northstar’s original apprenticeship pathway. Starting with no prior electrical experience, David successfully completed a four-year apprenticeship program and advanced to become one of Northstar Electrical Services' lead electrical technicians.

 

In his current role, David operates in a hybrid capacity, managing fieldwork while also supporting project planning and estimating. This dual experience enables him to teach students how electrical work spans the full project lifecycle, from installation to execution and coordination.

 

As a Northstar Technical Center instructor and mentor, David is deeply committed to developing apprentices into well-rounded professionals. His training emphasizes code compliance, safety, quality workmanship, and personal accountability, along with the discipline required to succeed in a demanding, high-skill trade.

 

David’s journey—from entry-level apprentice to lead technician—provides students with a clear, relatable example of career progression within the program. He is passionate about helping others follow that same path, building confidence, competence, and long-term career stability in the electrical industry.

Shamus Condron

Shamus Condron brings hands-on experience as a commercial electrician supporting Northstar Electrical Services projects across Pennsylvania, New Jersey, and Delaware. His work reflects a consistent commitment to safety, technical accuracy, and high-quality workmanship in real jobsite environments.

 

Shamus plays an active role in developing newer technicians, providing day-to-day mentorship through on-the-job training, troubleshooting support, and practical skill-building. His teaching style is direct and highly interactive, using guided problem-solving and real-world scenarios to help students build confidence and technical competence.

 

At Northstar Technical Center, Shamus’s instruction focuses on jobsite readiness, safety-first practices, and applied learning, ensuring apprentices understand not just how to perform tasks, but why they are done a certain way. His approach supports strong skill development early in the apprenticeship, helping students progress more quickly and contribute meaningfully in the field.
